Alan Moran was serving his second term as a city councilman in Diamondhead, Mississippi, when he was appointed mayor pro tempore in July 2021. He seemed to following his father’s career. His father is State Senator Phillip Moran.
Then he was arrested and charged with two misdemeanors, simple assault and contributing to the delinquency of a minor. This seems inadequate to the circumstances. Even Moran remarked at the time, “That’s it?”
They indicted him for four charges: touching a child for lustful purposes, exploitation of a child, contributing to the delinquency of a child and dissemination of sexually oriented material to a person under 18.
Allegedly, he called the youth and offered him a job. Under the pretext of training him in using the mosquito truck, he caressed his thigh and groped his genitals. The boy texted parents. When they pulled over at a gas station, Moran allegedly gave the boy a beer. Then the parents arrived and detained Moran while they called the police who arrested him.
Moran was sentenced in February 2024. He pleaded guilty to two of the four charges against him. On count two, exploitation of a child, he was sentenced to fifteen years, all suspended, with five years of supervision. On count three, contributing to delinquency of a minor, he was sentence to 30 days in jail and six months suspended. He must register as a sex offender for the rest of his life. So, unless he assaults another kid, he gets 30 days in jail.
