Eddie Frankum was the police chief of Pelican Bay, Texas, when he decided to run for county sheriff in another county. However, a grand jury indicted him with illegally detaining a woman and two counts of sexual harassment by touching. He was accused by two women of touching them inappropriately during arrest searches.
