Riley Carter was a city council member in Aberdeen, Washington. He used this picture in his campaign’s Facebook site. This seems a particularly blatant example of projection after he was arraigned for raping a child under the age of twelve. The child is also a relative.
He has resigned his position from prison.
Riley was arraigned on multiple child rape charges. Detectives on the case claim he confessed to repeatedly raping the child over the last two years. He has previously been arrested for familial violence. He pleaded not guilty.
