Joel Justice Womochil was the Chief of Police in Burns, Kansas until he resigned a few days before his arrest for possession of Child Sexual Abuse Material. He was charged with thirteen felony counts. One of the videos was with a child under five, so young they had a pacifier. The investigation that led to his arrest was initiated by a tip from the National Center for Missing and Sexually Exploited Children.
Daniel Waddington is a former police officer and a former Department of Homeland Security employee. Until recently, he was a Utah Valley University adjunct professor of Criminal Justice. On August 3, 2023, he was arrested for attempted sexual exploitation of a minor and possession of Child Sexual Abuse Material. He was filming a 13-year-old girl in the shower. She saw the phone and informed an adult. He, at first, said he just set the phone down while checking on a barking dog, then he said he was trying to record her singing – audio only.
Ferrell M. Kissiar was the assistant preacher for United Pentecostal Church of Patoka and was also recently a teacher’s aide at Cornerstone Academy in Nokomis, a private Christian school. He was arrested in March 2021 and charged with several crimes involving Child Sexual Abuse Material.
Raymond Uttaro worked for Nelson County Sheriff’s Office in Virginia as a jailer and a D.A.R.E. officer. D.A.R.E is a program that works with children to teach them strategies for resisting bad choices regarding drugs, gangs, and other violence. Matthew Porter was the youth pastor at Bethel Baptist Church in Bradenton, FL when he was caught secretly recording young Bible study students undressing in his home. He had a house sitter while on a trip to Mexico and the sitter discovered a hidden camera and reported it to police. The sitter gave police permission to search. They found cameras that Porter said were for security, but then they found recordings of the girls, ages 12 to 16. The recordings are Child Sexual Abuse Material even though he was not charged with it.
Christopher Fourcade was Director of Children’s Ministries at at First Christian Church in Norman, Oklahoma. He also was a foster care advocate and fostered several children. He was also Service Delivery Chair at the Fostering Futures Organization. He was Secret Santa.
He claimed he went to Idaho because “they’re grooming kids” but he is the one convicted of possession of Child Sexual Abuse Material, material that cannot exist unless children are sexually abused.
During the investigation of a different crime, they discovered he had sexually abused his daughter. His other daughters disclosed abuse as well. She physically fought him, told her mother, and was sent to live with her grandmother.
Percy Wilbur Rock, Jr. was a candidate in the Republican primary for Greencastle-Antrim School Board in Pennsylvania. He was arrested after the ballots had been printed and software coded so he remained on the ballot. He got 763 votes.
The National Center for Missing and Exploited Children provided police with an IP address that had been observed uploading Child Sexual Abuse Material. Police tracked it to Rock who told the police he has been viewing CSAM for ten years or more
