Kelly Toppin was president of the Stow-Munroe Falls Board of Education and a Stow City Council candidate. In January 2020, he and the Board were sued for sexual harassment stemming from an incident where he placed hand on the backside of a employee and patted it as she was leaving the table at a restaurant when they were attending a School Boards Association Congress.
The employee reported the incident the next day and nothing happened. When her employment contract came up for renewal, Toppin removed it from the Board agenda. Her contract went from a three-year to a one-year contract with more adverse conditions.
