Dennis Coggins is the Mayor of Hoxie, Arkansas. He is embroiled in several lawsuits and the council is seeking his recall for ignoring FOIA requests and other malfeasance.
He also was sued for sexual harassment under the Fair Housing Act by a woman who rents from him.
According to the plaintiff, she had left an abusive situation and needed housing quickly. When meeting to show her a unit, he hugged her and said he wanted to have sex with her. She said no and looked for other places to rent. She got a HUD voucher and again tried to rent from him and he repeated his request for sex. She rejectd him, but moved into the apartment where he kept showing up to give her unwelcome hugs and ask for sex in return for the rent or utility bills. You can read the entire suit below.
