Ohio was plagued by a serial criminal known as the “Naked Photographer” who exposed himself to women and photographed their reactions. He had struck 39 times before he was finally caught. He turned out to be Stephen Linnen, the staff lawyer for the Ohio House Republican Caucus. He pleaded guilty to 53 misdemeanor counts and spent a year in jail.
