Richard McIntosh is a lobbyist in Missouri whose son was expelled for a Title IX violation from Washington University in St. Louis, Missouri. While the specific charge is unknown, Title IX violations include many forms of sexual misconduct from harassment, stalking, partner violence, and rape. Washington University has been harshly criticized for doing too little to fight sexual misconduct.
He then got a bill introduced in the House and Senate that would allow someone like his son who lost his case in the college proceeding to appeal to an administrative court where his wife is a judge. The bill would make it even harder, discouraging women from reporting sexual misconduct. McIntosh described it as “rape equals regret.” The Senator who introduced a bill said he did it on his own, but later confirmed his staff used McIntosh as a “resource.”
McIntosh formed an organization to push this bill in an astroturf campaign. The bill may have passed if not for the revelation that it was crafted to protect one person, a personal grudge bill.
