David Garland was the interim president of Baylor University, the largest Baptist school in America and an extremely conservative school. He was appointed after Ken Starr resigned in the midst of the rape scandal. The school commissioned an investigation and several women came forward filing a federal lawsuit claiming Baylor did not protect female students from sexual assault and instead used the ban on premarital sex to threaten and intimidate them from reporting sexual assault and rape.
David Garland claimed the women were “willing victims.”
